From gmtoday.com: “The business of expanding business” — PEWAUKEE – It was time to talk about how expansion deals for growing businesses and industries in Waukesha County can get done through the availability of local and state resources meant to spur growth in the private-sector economy.

The Waukesha County Economic Development Corporation and Wisconsin Business Development expedited the discussion Wednesday in an event attended by nearly 140 at Waukesha County Technical College’s Richard T. Anderson Education Center.

The group composed of bankers, attorneys, consultants and business leaders heard a pair of corporate executives talk frankly about the pains and triumphs they encountered while recently expanding their shops.

The two talked about how they accessed resources, a sometimes difficult process, to help their firms expand in size and business.

The traditional starting point for the launch and expansion of many businesses here has been through financial institutions or the Development Corporation. Wisconsin Business Development, a nonprofit group, offers economic development solutions, potential investment capital and business strategies.

Sarit Singhal, president/CEO of Superior Support Resources Inc., of Brookfield, talked about navigating through various state, county and local financial offerings to more than double the size of his information technology firm.

From chippewa.com: “Manufacturing still drives area, state economy” —  by Ross Evavold – This question was once posed to me: Where would Wisconsin be without manufacturing?

It’s basically a rhetorical one, since the answer is quite obvious. Consider these facts:

  • Wisconsin leads the entire U.S. in manufacturing jobs per capita.
  • Ten percent of the state’s pool of workers 16 and over are employed in manufacturing. That’s twice the national average.
  • Manufacturing is the state’s single largest employment sector.
  • We have more than 9,000 manufacturers in the state, and more than 400,000 workers in that area.
  • All but one of Wisconsin’s 37 largest industries are in manufacturing.
  • It provides jobs for a majority of Wisconsin workers who do not have a college degree.

So as you can see, manufacturing is still the driver of the Badger state’s economy, for now and the foreseeable future.

Manufacturing is responsible for about 20 percent of the gross state product, and that figure translates to roughly the same percentage in the Chippewa Valley.

Our heavy reliance on manufacturing also comes with some risks. Wisconsin has many fewer manufacturing jobs than it did in 2000, but it has also retained more jobs than other manufacturing-heavy states, while manufacturing has also weathered the Great Recession of our lifetimes better than other job sectors.

Not that there won’t be challenges. Charlie Walker, director of the Chippewa County Economic Development Corporation, said that in trying to stay ahead of the curve, this area has been very proactive in identifying long-range issues that will impact growth.

He cited three major criteria for this area’s manufacturing success: the talent level of the workforce; accessibility to the marketplace through rail and highway infrastructure; and reliability of power. Walker says we stack up well in all three categories.

The Chippewa Valley also ranks well when it comes to advanced manufacturing, encompassing the high-tech assembly industry like the one we feature on the cover.

SGI has roots here dating back to when Silicon Graphics bought Cray Research in the mid-’90s. And now Jabil Circuits will become the latest worldwide player to land here, with its purchase of SGI’s manufacturing facility.

Jabil’s success story is impressive: Since its start nearly 50 years ago in Detroit, the company has expanded relentlessly through acquisitions and by evolving to serve numerous industries. In 2012 it ranked 157th in Fortune magazine’s list of the 500 most admired companies.

Oh, and SGI is very much sticking around here, as so many other related businesses have also done once they come to the area. TTM Technologies still produces circuit boards with about 1,000 workers in Chippewa Falls, and Cray, Inc., just installed and filled more supercomputer orders than any quarter in its history, sending its stock price soaring.

They have all found workers in this area to be among the best in the nation, which supports Walker’s contention as to the talent level.

Helping produce those workers with specific skill sets for our manufacturing companies are UW-Stout and Chippewa Valley Technical College, which have forged relationships with many area firms. The schools have been so successful that some graduates have actually had to turn down job offers.

Our winter issue also takes a look at why Five Star Plastics in Eau Claire’s Sky Park Industrial Center is undertaking its second large expansion in five years, and Nanospark, a young spinoff company in Altoona with a bright future.

A key area with manufacturers is often exports, and Momentum West, an economic development group representing 10 area counties, is expanding its horizons this year by going beyond our borders. It is targeting two international trade shows with hopes of landing businesses for this area.

“Career and Technical Education introduces students to workplace expectations for knowledge and technical skills through a blend of classroom instruction and hands-on experiences,” said State Superintendent Tony Evers. “Because coursework is grounded in high standards and workforce needs through partnerships between educators and employers, young people in our high school CTE programs graduate college and career ready.”

“CTE has never been more important,” said Morna Foy, president of the Wisconsin Technical College System. “We’re proud to be partners in highlighting the many opportunities students have to participate in CTE. The result is a richer learning experience, greater awareness of education and career options, and many times, college credit.”

More than 90,000 Wisconsin high school students are taking career and technical education courses in fields such as agriculture, business, family and consumer science, health occupations, marketing, and technology and engineering. Those increased opportunities help students find a viable route to a rewarding career. Many CTE programs provide multiple pathways for students to prepare for diploma and apprenticeship programs, technical college degrees and industry certifications, as well as four-year degree programs and other career and training.

Wisconsin’s technical colleges play an important role in expanding CTE opportunities for students through partnerships and dual credit coursework.

“Everyone knows that student engagement through great teaching is at the core of learning,” Evers said. He recounted a visit to Eleva-Strum’s Cardinal Industries, which focuses on metal fabrication. “The students do customized piece work for various fabricators in northwest Wisconsin, filling a niche in the industry. The class was run like a business. Students received both high school and technical college credit. And at the end of the year, profit sharing provided $1,200 per student. This innovation has been recognized nationally through Modern Machine Shop Magazine.”

In a partnership among the Baldwin-Woodville, Hudson and Menomonie high schools and OEM Fabricators, coursework and experience promote advanced manufacturing as a career choice. The Manufacturing Careers Pathway Partnership reaches both middle and high school students through career exploration, job shadowing, youth employment, state of the art training facilities, dual enrollment with Wisconsin Indianhead Technical College and tuition assistance. Evers visited the Eleva-Strum, Baldwin-Woodville and Menomonie high school CTE programs last year as part of the CTE month observance in Wisconsin.

In honor of this year’s CTE month observance, Evers, Foy and Newson are planning classroom and on-site CTE visits throughout the state. Details will be forthcoming.

From wiscnews.com: “Welders wanted: Employers with jobs struggle to fill them” — By Peter Rebhahn – It’s a familiar story: An economy still shell-shocked from the Great Recession of 2008-09 has left businesses downsizing and workers scrambling for a dwindling supply of low-paying jobs without benefits.

But what if the story isn’t as true as we think?

“We lose a lot of business because we do not have enough people to staff our shop,” said Larry Willer, operations manager for W.M. Sprinkman Corp. in Elroy.

Sprinkman needs more welders. In fact, Willer said, the welder shortage is one of the biggest problems the company faces.

Willer said the welder shortage has persisted for years in spite of starting hourly pay “in the teens,” plenty of overtime opportunity and a full benefit package that includes vacation time and health insurance.

“We’re looking to expand our night shift and we would probably hire in the neighborhood of anywhere from 10 to 15 welders if we could find qualified people,” Willer said.

That would be a big staff increase at Sprinkman, a manufacturer of stainless steel tanks for the dairy, food and beverage industry. It now employs 56 people – about two-thirds of them welders.

The company, which Willer said has benefitted from the microbrewing boom within the beer industry, serves customers nationwide from its 14,000-square-foot manufacturing facility in downtown Elroy.

Sprinkman’s customers include Fortune 500 giants such as Coca Cola and the Campbell Soup Company, as well as many smaller companies such as Capital Brewery in Madison.

The welder shortage is not Sprinkman’s problem alone.

At Walker Stainless Equipment in New Lisbon, Human Resources Manager Nancy Jacques said the “Welders Wanted” sign has occupied a prominent spot on the lawn at the front of the company headquarters for years. They’re looking to fill 20 vacant welder positions right now.

“It’s hard to find associates who are interested in the trade or who have any skill in welding,” Jacques said.

Walker, which also makes stainless steel equipment for customers nationwide, is Juneau County’s biggest manufacturing employer, with more than 500 workers in New Lisbon and at another facility in Elroy. About 225 of the company’s employees in Juneau County are welders, Jacques said. Like Sprinkman, business at Walker is good. Jacques said it’s frustrating to leave jobs unfilled.

“Walker’s market continues to expand,” Jacques said. “Therefore, the need for experienced welders increases also.”

Last week, the Juneau County Board of Supervisors took official notice of the problem when it passed a resolution that asked Western Technical College to “provide the necessary leadership, teachers, technical assistance, and monetary support for the establishment of the type of welding courses needed by Juneau County manufacturers at the New Lisbon High School.”

In fact, talks between officials from the technical college and New Lisbon schools are already well underway.

New Lisbon schools Superintendent Dennis Birr said the high school teaches a welding class. He said he’s “solidly behind” allowing the technical college use of the school’s welding laboratory. Talks with technical college officials about a sharing arrangement have been going on for more than a year, he added.

“The school’s perspective has been that we have a welding lab and we’d be happy to let it be used to help more people get the welding skills that help local employers,” Birr said.

The high school’s welding lab accommodates about a dozen students. Birr said the welding class attracts a mix of students – some who are merely curious and others who think they might like a career in welding. But even the career-minded students at New Lisbon are still only high school students who, unlike college students, haven’t necessarily made up their minds to pursue a career in welding.

The problem is meeting the increased immediate demands of industry. Training welders to step from a classroom and into a real-world job at a manufacturer like Sprinkman or Walker would require an expensive upgrade to the high school’s facility. That’s an expenditure Birr said the district isn’t interested in making because the existing facility meets its limited needs.

“The people who would be taking this class aren’t our students,” Birr said.

Patti Balacek, director of business and industry services for Western Technical College, said the hope is to copy in New Lisbon the success of a similar high school-technical college link-up in Black River Falls.

“It’s been an incredible boon for everyone, but it also was a year and a half of a lot of work, a lot of fundraising,” Balacek said.

In Black River Falls, Jackson County and the Black River Falls School District came up with $80,000 to create the Welding Skills Institute at the high school. The Ho Chunk Nation, which provided Jackson County’s $50,000 contribution, played a key role in the Black River Falls funding. The Black River Falls School District contributed the other $30,000.

Other partners in Black River Falls included the Department of Corrections, Jackson County Circuit Court and the state Department of Corrections.

“If we were to proceed with New Lisbon, it will take a great deal of commitment from a number of partners,” Balacek said. “I respect that the Juneau County board would like Western to provide some of the leadership, but it was only successful in Black River Falls because other people made a significant contribution to making this happen.”

She said she awaits word of a grant application that could allow expansion of the college’s welding training. But right now the technical college doesn’t have the money for an upgrade to the New Lisbon High School welding lab, said Balacek, who added she has also discussed the issue with Mauston school officials.

One of the problems educators face, Balacek said, is getting high school students to understand that manufacturing jobs are no longer the dirty, noisy and dangerous occupations they once were.

“The view of manufacturing is something we have to help young people understand has changed, and can lead to a very viable and financially sound career move for many people,” Balacek said.

Willer said a few of Sprinkman’s welders live outside Juneau County, but attracting welders from distant areas runs up hard against a fact of life that all manufacturers face.

“People generally do not relocate for a shop job, so it limits us to people within a reasonable driving distance of our shop,” Willer said.

Willer said Sprinkman gets many job applications but the “vast majority” of applicants have no skills. They don’t understand that precision welding is exacting work that can’t be learned on the job in a week.

“These guys are fabricators,” Willer said with a nod toward workers on Sprinkman’s shop floor. “We don’t call them welders. We call them fabricators.”

Willer said company officials are considering taking matters into their own hands.

“We have gotten to the point where we are also looking at developing our own welding course and training people for the work we have available,” Willer said. “We can provide, I feel, good-paying jobs with benefits and a future – if they have the skills.”

From jsonline.com: “President Barack Obama to highlight job training in Waukesha visit” — President Barack Obama drops into the Republican stronghold of Waukesha County on Thursday morning and is expected to discuss a subject that unites Republicans and Democrats.

Job training.

Obama is due to visit GE’s Waukesha gas engines plant, a facility that employs around 700 people and manufactures natural gas engines.

He is scheduled to tour the plant, meet with executives and line workers, and give a speech, before making his way to an afternoon appearance at a high school in Nashville, Tenn.

A senior Obama administration official said that during his Waukesha appearance, the president is expected to discuss taking executive action to enhance reform of job training programs. The official laid out the general themes of Obama’s visit during a teleconference with reporters.

The Wisconsin stop is part of Obama’s two-day tour after his State of the Union address.

According to the official, the president is striving to amplify key themes from the speech, including expanding economic opportunity for Americans.

“That is the focus of the president’s domestic policy agenda,” the official said. “It is the focus of his efforts to try to find common ground with members of Congress. We certainly are hopeful that there would be some bipartisan common ground that could be found on some basic steps we could take that would expand economic opportunity for every American, in areas like job creation, job training and education.”

The official said the president will “also talk about his willingness to act on his own.

“When Congress refuses to act, the president won’t wait for them,” the official said.

The White House announced that after his speech in Waukesha, Obama will sign a Presidential Memorandum to initiate “an across-the-board review of how to best reform federal training programs.”

Vice President Joe Biden will lead the effort.

A competition will also be launched for the final $500 million of a community college training fund. Every state will be awarded at least one grant. The competition is designed to bolster partnerships with community colleges, employers and industry to “create training programs for in-demand jobs.”

The  senior administration official said the GE plant in Waukesha employs highly skilled workers who are trained to perform specific tasks.

“What the president would like to see is a re-orientation of our job training programs,” the official said. “The president wants to make our job training programs across the country more job-driven.”

The official explained that such reorientation means greater coordination between federal agencies that oversee job training grant programs and local community colleges, communities and employers.

The official said “there are many businesses across the country that, despite what continue to be elevated unemployment rates, still do have openings for workers. The difference is they are looking for workers with a very specific skill set.”

In Wisconsin, Gov. Scott Walker has also emphasized the need to get workers the right training to match job openings in fields such as manufacturing and computer technology.

Milwaukee Mayor Tom Barrett, who will greet the president at Mitchell International Airport and be with him at the GE plant, said he expected the focus of the visit will be the economy and jobs.

“It’s something I’ve been talking about for some time,” Barrett said. “It’s what I call ‘ships passing in the night.’ Workers can’t find jobs. Employers can’t find workers. We’ve got to find a way to bring them together.”

The mayor said he hoped to share with Obama the work going on in the Milwaukee area to accomplish that.

He specifically mentioned the work of the Wisconsin Regional Training Partnership/BIG STEP, which develops resources and services for companies to expand employment and advancement opportunities by upgrading the skills of current employees and training residents to get family-supporting jobs.

Barrett also cited the work of the Milwaukee Area Workforce Investment Board, which is a government-business partnership that administers employment and training programs; Milwaukee Area Technical College; and Waukesha County Technical College.

Last week, Barrett and mayors from other cities around the country met with Vice President Joe Biden and discussed the manufacturing partnership between workers and employers.

“I’m guessing this is something in their wheelhouse,” Barrett said of Obama’s visit to Waukesha.

From woodworkingnetwork.com: “Teaching Wood Students Success at Fox Valley Tech” — By Matt Schumake -With each lesson in the Wood Manufacturing Technology program at Fox Valley Technical College, students routinely pull out calipers to check their work.

The goal: “To develop their sense of precision,” says instructor Mark Lorge. And paired with the students’ broad understanding of secondary wood processing, it creates a well-rounded knowledge base, which Lorge says is essential for a career in the industry.

An alumnus of the program, Lorge graduated in 1983 and went on to work with production and millwork companies such as Morgan Products Ltd., Elipticon Wood Products and Valley Planing Mill. Last year, Lorge celebrated his 20th year of instruction at Fox Valley Technical College.

Associate instructor Glenn Koerner leads the program with Lorge. Also a graduate, Koerner returned to Fox Valley Tech after more than 14,000 hours of industry experience.

The Wood Manufacturing Technology program is housed at Fox Valley Tech’s S.J. Spanbauer Center in Oshkosh, WI. There, Lorge and Koerner work with approximately 20 students each year, guiding them through five nine-week units of instruction.

“Some students come in with no prior understanding,” Lorge says. During the first nine weeks, they are introduced to the groundwork of every project — planning. They learn to read blueprints, prepare a parts list and production estimate. They also learn basic machining and wood identification.

The second block further develops students’ understanding of material, terminology, tooling and processes. They are introduced to an advanced level of setup and operation on woodworking machines, and demonstrate their psychomotor and cognitive competency of the process through a series of operation exercises.

It is during the third block that students become familiar with basic cabinetmaking processes. They design doors and drawers, build jigs and fixtures, and process materials to create laminate countertops. Cabinets completed in the program have been donated to Habitat for Humanity.

Advanced Skills

After approximately 36 weeks, students learn the principles of veneering, advanced machine joinery and CNC routing.

Through a partnership with Komo Machinery, the Wood Manufacturing Technology program has been provided with a VR510 Mach 1 S router, software for 21 seats and upgrades of RouterCIM and two seats of AutoNEST applications to operate the machinery.

“Most students embrace the CNC technology with enthusiasm,” Lorge says. By writing G-code, programming the router, setting tools, developing multiple tool programs and creating a gasketed fixture, students gain an understanding of the machine and its capabilities.

With these skills, the hiring rate for students is currently at 100 percent, Lorge says; over the past five years, the program has witnessed a 94 percent employment rate for graduates.

“A company needs employees who possess technical ability and a good work ethic — good training is one of the keys to success,” says Len Riebau, owner of Wisconsin-based WDL, and a member of the Fox Valley Tech advisory board. Industry feedback also has helped the program stay successful and relevant to today’s needs, he adds.

Currently, Lorge and Koerner are in the process of revising the curriculum for web-based delivery and to require tablet access for each student by August 2014. The two also are working with high schools on a curriculum with transferable credit to Fox Valley Tech, and to develop a basic-skills certificate program for students who cannot commit to the year-long program.

Under Lorge’s and Koerner’s direction, Fox Valley Technical College’s Wood Manufacturing Technology program already has received notice for its efforts. Not only is the school a past recipient of the “Educator of the Year Award” by the Woodworking Machinery Industry Association, but its students frequently receive awards from the Association of Woodworking and Furniture Suppliers.

From wisconsinagconnection.com: “Fox Valley Tech to host Dairy Challenge Competition” — College students from 10 states will be heading to Appleton next week to participate in the Midwest Dairy Challenge, being hosted this winter by Fox Valley Technical College. Contest organizers say teams from 18 different schools will be competing in the February 5-7 event, which helps college students planning a career in the dairy industry put their skills to the test.

Each team of students will inspect an actual operating dairy by analyzing real farm data and interviewing the farm’s owners. They will then develop recommendations for nutrition, reproduction, milking procedures, animal health and housing to help the farm optimize performance and profitability.

The Midwest event is one of four regional contests sponsored each year by North American Intercollegiate Dairy Challenge. Over its 13-year history, the contest has helped prepare over 4,000 students for careers as dairy owners or managers, consultants, researchers, veterinarians or other dairy professionals.

The 2014 national event will be April 3-5 in Fort Wayne, Indiana.

From chippewa.com: “Walker’s plan would overhaul tech school funding” — Western Wisconsin property taxpayers would save about $15 million under tax cuts proposed by Gov. Scott Walker.

Money from the state’s expected surplus would offset taxes levied by Western Technical College, benefiting homes and businesses in Western’s 11-county district.

But Walker’s proposal is more than a money dump. It would also transform funding methods for Wisconsin’s technical colleges.

Western’s top official lauded the plan but wondered about the future.

“Essentially, it’s shifting the balance,” Western president Lee Rasch said. “If this plan is going to help reduce the impact on property tax, it’s really a wonderful thing.”

The governor’s plan would inject state funding into Wisconsin’s network of tech colleges in 2015 to ease the burden on local taxpayers. The average homeowner would save $89 per $100,000 of property value in Western’s district, which includes La Crosse County.

It’s a savings from this year’s rate, but it’s also lower than taxes were before voters passed an $80 million bonding referendum in 2012, Rasch said. Western’s total levy this year, not including debt, was just more than $25 million. Walker’s plan would cut that to $10.3 million.

“That’s a pretty significant drop,” Rasch said.

Western’s ability to tax property owners would be reduced from $1.50 to 61 cents per $1,000 of property value.

Western and other technical colleges would switch to a K-12-style of financing, Wisconsin Taxpayers Alliance President Todd Berry said. The governor’s proposal would link technical college levies to state aid and impose a cap on all revenue.

Like public schools, low property taxes would depend on continued support from the state. Walker spokesman Tom Evenson said the 2015 aid increase “will repeat in future years.”

“This is not one-time money,” Evenson said.

However, if state aid does dip, property taxes increase.

“That puts a new pressure on the state budget that hadn’t existed before,” Berry said.

Last year, Republican lawmakers recommended removing Wisconsin’s technical colleges from property tax bills.

At the time, Rasch criticized the proposal as a threat to local control. Walker’s proposal is “a good plan,” as long as local campuses still have the flexibility to develop courses and react to regional employment trends, Rasch said.

Walker also wants $35 million extra for training skilled workers. The program that would benefit is managed by the Department of Workforce Development, but some of the new funding would be channeled to technical colleges.

Money would go to eliminating wait-lists for high-demand courses and dual-credit programs, so tech schools could offer more college-level classes at nearby high schools.

Western officials are already considering ways to take advantage of the proposed funding, Rasch said. The college has wait-lists for welding, information technology and health care classes.

“We’re watching it closely,” Rasch said.

From weau.com: “Cold weather brings diesel dangers” — Semi-trucks, plows and school buses are all in danger when the temperatures drop below zero.

Mechanics say the proper fuel and care by truck drivers could save valuable time and money, especially on days when we don’t see temperatures above zero.

“The biggest thing is the filters get plugged. Once the filter’s plugged, then we run out of fuel,” Chippewa Valley Technical College diesel mechanic instructor Rusty Naylor said.

“The diesel fuel will start gelling when it gets down around 0 degrees. Anything below that, additives have to be put in to keep the fuel from getting thick,” Mid State International Trucks service manager Tom Behling said.

“Drivers in this area, what we have most problem with, is people coming from the south. They’re coming up from Florida, Texas, they fuel up in Missouri, and then when they hit here, our climates 20 below (zero), plus. They don’t think about the fuel gelling. They don’t have a problem down south,” Naylor said.

Behling said his Eau Claire shop has seen more than 100 trucks come because of cold weather problems, twice what it saw last year.

“If they can drive the truck here, they can easily get out of here for a couple hundred dollars. You get towed in; you’re probably looking at $1,000 or more because towing gets expensive.”

He along with Naylor said there are things drivers can do to avoid diesel from gelling up.

“You need a blended fuel, that will drop the temperature at which this wax will develop … Also to that you have to put additives in,” Naylor said.

“This is a trial and error time. I’m looking at tomorrow morning myself, got good fuel, blended fuel; we’ll see what happens at 25 below zero.”

Naylor said if a truck starts, but power drops while driving, that could be a sign that diesel is gelling.

From weau.com: “Filing your taxes soon? You’ve got options” — It’s your ticket to a big check from Uncle Sam, or for some it’s payback time to the IRS. Your W-2 should be in the mail soon and in 2014, there are plenty of different ways for taxpayers to file their taxes.

“I just got my W-2 in the mail. I may have to do it in the next week or two, I might need to get started on that,” said student at Chippewa Valley Technical College, Nathan Hakes.

Hakes and millions of Americans will be able to file their taxes now, but due to last year’s government shutdown, the IRS delayed the tax filing season by ten days.

“You can still prepare you return and send it, it’ll just be held until January 31st timeframe,” said Casper Haas, a tax manager at InCity Tax Service in downtown Eau Claire.

That means the IRS won’t begin processing tax preparations sent in until the end of the month. The April 15th deadline is still in place

Haas knows all about filing taxes because he thinks about it 365 days a year as a tax manager.

“Tax preparation can be stressful and we’re in the business of preparing tax returns. This is what we do, this is what we live for, this is what we study for,” said Haas who said people have begun bringing in their taxes for him to help prepare.

He said a professional preparer is something to consider, especially if you’re dealing with more than just a W-2.

“(If they have) two income households, they own a home, they have dependents, so they more than likely would itemize deductions, so Schedule A.,” said Haas. “We work with small businesses as well as LLCs, sole proprietors; we can do those returns as well.”

If you feel comfortable doing your own taxes, technology can help you do just that. New this year are tax preparation apps that can be downloaded on a mobile device. H&R Block came out with a Tax Preparation 2013 app and so did TurboTax with its new app called SnapTax.

SnapTax is as simple as snapping a picture of your W-2 on your smartphone and it will put all the information into the app program, calculating your federal and state returns.

Some people turn to software, like TaxACT and Intuit TurboTax.

“I now use TurboTax online,” said Hakes. “It’s so much faster and I can answer everything myself.”

Hakes said his mother taught him how to file his own taxes.

“I tried going through H&R Block but I think through TurboTax, I was able to find the deductions I knew. Now online works for me, it’s simple,” he said.

The IRS lets you file your taxes for free if your income is below $58,000. A free tax prep software is offered online at the IRS.gov website. For income above $58,000, it offers free file fillable forms which will be available on January 31, 2014.

And if you’re low income and want something free, CVTC is offering VITA, the Voluntary Income Tax Assistance program.

“We have students who are very, very eager to help out and it’s great experience for them as well because gives them that real life feel and real interaction,” said accounting instructor Jason Szymanski.

He said it’s a chance for people who can’t afford professional help to get their taxes prepared by a trained and certified volunteer. Volunteers can help with services that are not too complicated, like income tax credit, child care tax credits, unemployment compensation and Wisconsin homestead tax credit.

CVTC said the VITA service is offered Thursdays Feb. 6 through April 10 in room 240 of the Business Education Center, 620 W. Clairemont Ave., Eau Claire. The service is provided on a first-come-first-served basis, with sign-up beginning at noon and tax preparation from 1-4:30 p.m. each day.

From bizjournals.com: “MATC instructor sees more demand for VMware training” — By Denise Lockwood – Let’s talk about IT trends and how Milwaukee Area Technical College has designed its curriculum around those trends, specifically virtual servers and data storage and the huge need companies have in filling positions with IT types who have software certification called VMware.

MATC is aligning its IT curriculum with a number of highly sought after skills, but VMware is “the 800-pound gorilla in the middle of the room,” said Brian Kirsch, an IT networking instructor at MATC.

“VMware has revolutionized everything and it’s not going to go away any time soon,” Kirsch said. “I only see it continuing to grow.”

So what constitutes virtual servers and data storage?

Companies use virtual servers to run their data centers and reduce their server footprint. So if you’ve got a more powerful server, you can run smaller servers off one large server. And chances are good that if you work at or want to work at a company that uses virtual services and data storage, that company is probably using VMware — 60 percent of the servers in the world run on VMware.

The problem (and opportunity) is that 120,000 people are certified in VMware training and with that type of utilization, the number of people with certifications should probably be in the millions. So if you are looking for a career in the IT industry or a change in your IT emphasis, this is a good direction to take, Kirsch said.

Locally, Northwestern Mutual, Aurora Health Care and FIS are just a few companies that run VMware. New graduates who graduate with an IT network specialist associate degree and get certified in how to use the software can expect to earn $40,000. Demand is high: People with a few years of experience in VMware and certification are earning $80,000 to $100,000 a year.

The demand is so high that Kirsch, who has been teaching VMware, has seen companies pluck students from his classroom and offer them jobs before they earn the actual certificate, which is done through VMware, Kirsch said.

“I personally get to turn down one job offer a week,” Kirsch said. “And one of my students who was in my class actually had to negotiate time off with his employer to finish the class.”

A number of IT professionals, who already have degrees, are returning to take the VMware class. The class isn’t easy and the VMware certification test is difficult, which is why MATC is hoping to offer a followup in the 2014-15 school year, Kirsch said.

“We often say that our education programs are one of the best kept secrets in Milwaukee,” Kirsch said. “We’d like that to change.”

From jsonline.com: “MATC revamps south side Milwaukee building for worker” — Milwaukee Area Technical College’s failed enterprise center and business incubator on the south side has been converted into an education center that will provide academic and training programs in the largely Latino community.

For many years the MATC enterprise centers — one on the north side and one on the south side — provided low-cost rent designed to help launch new businesses and create jobs.

But a Milwaukee Journal Sentinel investigation in 2008 and 2009 showed many problems with the tax-supported business incubators. Tenants were behind in rent, expenses for the incubators exceeded revenue and there was little or no tracking to determine if the incubators created jobs.

The Milwaukee Enterprise Center North at 2821 N. 4th St. started in 1985 and was sold by MATC in 2011.

But MATC retained the Milwaukee Enterprise Center South, 816 W. National Ave., which opened in 1994.

For a time, the dislocated worker program run by the HIRE Center, in partnership with the Milwaukee Area Workforce Investment Board, was housed in the building to train workers who had lost their jobs.

But the investment board and the HIRE Center consolidated their operations at the investment board offices at N. 27th St. and W. North Ave. in October, said Dorothy Walker, interim dean of MATC’s School of Technical and Applied Sciences.

At the same time, MATC’s F building on N. 4th St., which housed some training programs, was sold to the BMO Harris Bradley Center next door, she said.

Some of the businesses in the incubator didn’t seem to grow well and the economic downturn contributed to the failure of the enterprise center, Walker said.

“As we looked at using space more efficiently and looking at new programs and new areas to best serve the community, we decided to re-purpose the MEC south with a focus on building more educational and training programs there,” she said.

“What we’re doing there now focuses on our core mission and meets the needs of the community.”

So the 127,000-square-foot south side building has undergone $2.3 million in renovations to accommodate the many training programs once located in the F building.

The MATC Office of Workforce and Economic Development, which works with businesses and industry to provide corporations with customized programs, has been moved to the south side.

The college is focusing on locating construction and trade-related training programs there because there are a lot of small contractors on the south side, Walker said.

Now called the MATC Education Center at Walker’s Square, it’s also close to Bradley Tech High School, which has a technical focus on construction. The college will look for ways to connect with the high school, she said.

Bay View High School also has some focus on construction and links there will be sought, she said.

The plumbing program has been moved from the F building to the south campus. The one-year program leads to a technical diploma, and it’s the only plumbing program offered at a technical college in the state, instructor and master plumber Mike Geiger said.

The training program also leads to apprenticeships in three unions — plumbers, steamfitter and sprinkler fitters, he said. Last week students were busy moving washers, dryers and water heaters into the new spaces to begin the plumbing lessons required.

The brick and masonry program also has been moved. The one-semester technical diploma program serves as a pre-apprentice program, said Dragomir Marinkovich, the associate dean for engineering and construction.

Next year the school plans to move its appliance technician program from the downtown campus to the south side, he said.

He said the trade programs are critical because it’s estimated that in the spring construction jobs will start picking up again and “these guys will be ready.”

Continuing education classes also are offered in upholstery and sewing.

Alfredo Luna, associate dean of the office of workforce and economic development, said he’s working with the Hispanic Chamber of Commerce of Wisconsin, the Walker’s Point Association and other nonprofits and businesses in the area to determine the needs of the community and how the center can help.

Walker said that in addition to construction, there will be a focus around energy, solar and water services.

The south center is not far from the University of Wisconsin-Milwaukee’s School of Fresh Water Sciences that’s being constructed on the south side and MATC will look for training areas related to water, she said.

Ald. José Pérez, who represents the area, said he’s excited about the new education center and the possibilities for developing training and jobs for so many who live within walking distance.

“With time, I think there will be so many services, such as registering for classes, filling out financial aid forms, taking classes and specialized training in the trades,” he said.

He’s especially interested in sustainability and water programs. He said that seems to be a natural progression for the area with the new fresh water sciences school, the water council and the Milwaukee Metropolitan Sewage District, all located on the south side.

From biztimes.com: “Mid-State to open downtown Stevens Point campus in June” — STEVENS POINT — Jerry Stumpf said working on the new Mid-State Technical College campus in downtown Stevens Point wasn’t what he planned for when he signed up to take an IT-network specialist at the college.

Yet there was Stumpf, 65, of Custer, taking measurements earlier this week with about 20 students from a class taught by Kathryn Doar, an IT instructor on the MSTC Stevens Point campus, in the network lab and PC clinic. Students in Doar’s class are being asked to put together a plan for building the computer network and will begin work on the project next week.

“I originally took the class because I wanted to learn more about computers, but (Doar) talked me into getting out and doing some of this work,” said Stumpf, who has participated in other projects through the class at the Stevens Point Area YMCA and Ben Franklin Junior High School.

Construction is on schedule the new campus, located in the J.C. Penney wing of the former CenterPoint MarketPlace, 1001 Centerpoint Drive. Stevens Point Campus Dean Steve Smith said a grand opening, along with a centennial celebration for the college, will be held from 4 p.m. to 7 p.m. June 4.

The new campus has been part of the city’s redevelopment plan for CenterPoint Marketplace, which included demolishing the mall portion of the building and rebuilding Third Street to connect to Centerpoint Drive, since it was announced by Mayor Andrew Halverson back in December 2010.

Ellis Stone Construction Co. of Stevens Point is the contractor for the project, which has a cost of about $6 million. Smith said the campus originally was expected to be completed this month, but design changes pushed that date back to June.

The new MSTC building will be 52,000 square feet. The current campus along Michigan Avenue is 36,000 square feet and will be vacated after the new campus opens. The downtown site will serve 2,800 students a year. Smith said the additional space on the new campus will allow for the expansion of programs such as information technology, and for the early childhood education program to be moved from the Wisconsin Rapids campus to Stevens Point.

Smith said construction crews will be working to complete the majority of the work on the new campus over the next month or so, along with the installation of carpeting. Smith said the majority of new furniture is expected to be delivered around Feb. 20. Furniture and other equipment coming over from the old campus will then take place the weekend of May 17 and 18.

“It’s exciting to be coming to a point where we’re starting to see things come together. It’s going to be a hectic time over the next few months, but I think people are going to enjoy it when they get in the building and see what’s there,” Smith said.

But students, learning aerospace composite technology at Wisconsin Indianhead Technical College in Superior, are getting to work side by side with two of the top aviation companies in Duluth.

Last fall WITC started a program for students interested in making airplanes.

The students are getting the chance to learn the latest in technology with the most up to date equipment.

The high tech education is putting the students in a good position for a number of jobs.

“If they have a thorough understanding of aerospace composites they would have no difficulty working in less exacting related fields of composites, such as aviation, sporting goods, or aviational products,” composite instructor, Tim Wright said.

Airplane makers, Cirrus and Kestrel in the Twin Ports have signed up to serve on the program’s advisory board, to work alongside the staff, and to possibly hire students on graduation.

“Those should be a great deal of opportunity then there is now and will be in the future with Kestrel company in town and Cirrus in Duluth,” WITC student, Edward Carlson says.

Cirrus even donated a plane for the students to work with to learn how to identify and fix aircraft problems.

“It will be on the receiving end of my hammer quite a bit and then so it becomes an advanced repair project for the students,” Wright said.

“So many things are going to be transitioning from being made out of metal and other materials into composites. I just thought it was a great place to be,” said Carlson.

The first group of students to complete the composite program are expected to graduate in spring of 2015.

Scott Walker’s announcement during his State of the State address Wednesday that Wisconsin technical colleges will receive an additional $35 million is good news, Chippewa Valley Technical College President Bruce Barker said.

Barker was enthusiastic after hearing Walker’s remarks about increasing funding for the technical college he oversees and others.

“It’s certainly good news,” Barker said of the additional money, part of a program dubbed Wisconsin Fast Forward. “It’s definitely more money for training and education, and that’s a good thing.”

However, Barker said while that money can be used to hire more teachers, he doesn’t believe it can be spent to add laboratory space, already in high demand at CVTC.

“It’s additional dollars, but we have to see what the requirements will be,” Barker said. “The problem is the capacity of our labs. Our welding lab goes from 7 a.m. to 10 p.m., and these are year-round programs.”

The main components of Wisconsin Fast Forward aim to eliminate waiting lists in high-demand job markets such as manufacturing, agriculture and information technology, and help high school students get credits through dual enrollment programs between high schools and technical colleges.

CVTC has longer waiting lists for nurse hygienists and nursing programs than in manufacturing or agriculture programs, Barker said.

“We’re certainly seeing a big demand in manufacturing and transportation, for truck drivers. Both of those programs, we’re at maximum capacity,” Barker said.

State Rep. Kathy Bernier, R-Lake Hallie, who introduced Wisconsin Fast Forward in the Assembly, said the initiative is a step in the right direction.

“Linking job seekers with employers that target critical and in-demand jobs while working with tech colleges and workforce development centers across the state puts a sharp focus on employment issues at a local level, where need and demand can be best addressed,” she said in a news release.

In addition to those programs, Walker proposed replacing $406 million in property taxes for technical colleges with state dollars. That would be accomplished by lowering the property tax levy that technical colleges can assess on homeowners.

“It’s a step in the right direction for local taxpayers,” Barker said. “But with the switch to state dollars, you fear losing local control. You also fear a cut in the state budget.”

Wisconsin Technical College System President Morna Foy said in a statement Thursday that Walker’s plan brings better balance to the system’s funding structure. Foy said the system has “long sought greater equity between local and state investments.”

From twincities.com: “Scott Walker’s plan would overhaul tech school funding” — Western Wisconsin property taxpayers would save about $15 million under tax cuts proposed by Gov. Scott Walker.

Money from the state’s expected surplus would offset taxes levied by Western Technical College, benefiting homes and businesses in Western’s 11-county district.

But Walker’s proposal is more than a money dump. It would also transform funding methods for Wisconsin’s technical colleges.

Western’s top official lauded the plan but wondered about the future.

“Essentially, it’s shifting the balance,” Western president Lee Rasch said. “If this plan is going to help reduce the impact on property tax, it’s really a wonderful thing.”

The governor’s plan would inject state funding into Wisconsin’s network of tech colleges in 2015 to ease the burden on local taxpayers. The average homeowner would save $89 per $100,000 of property value in Western’s district, which includes La Crosse County.

It’s a savings from this year’s rate, but it’s also lower than taxes were before voters passed an $80 million bonding referendum in 2012, Rasch said. Western’s total levy this year, not including debt, was just more than $25 million. Walker’s plan would cut that to $10.3 million.

“That’s a pretty significant drop,” Rasch said.

Western’s ability to tax property owners would be reduced from $1.50 to 61 cents per $1,000 of property value.

Western and other technical colleges would switch to a K-12-style of financing, Wisconsin Taxpayers Alliance President Todd Berry said. The governor’s proposal would link technical college levies to state aid and impose a cap on all revenue.

Like public schools, low property taxes would depend on continued support from the state. Walker spokesman Tom Evenson said the 2015 aid increase “will repeat in future years.”

“This is not one-time money,” Evenson said.

However, if state aid does dip, property taxes increase.

“That puts a new pressure on the state budget that hadn’t existed before,” Berry said.

Last year, Republican lawmakers recommended removing Wisconsin’s technical colleges from property tax bills.

At the time, Rasch criticized the proposal as a threat to local control. Walker’s proposal is “a good plan,” as long as local campuses still have the flexibility to develop courses and react to regional employment trends, Rasch said.

Walker also wants $35 million extra for training skilled workers. The program that would benefit is managed by the Department of Workforce Development, but some of the new funding would be channeled to technical colleges.

Money would go to eliminating wait-lists for high-demand courses and dual-credit programs, so tech schools could offer more college-level classes at nearby high schools.

Western officials are already considering ways to take advantage of the proposed funding, Rasch said. The college has wait-lists for welding, information technology and health care classes.

“We’re watching it closely,” Rasch said.

U.S. Sen. Tammy Baldwin, D-Wis., visited Mid-State Technical College on Thursday to announce the legislation and meet with faculty and students to talk about the benefits of renewable energy jobs to state and national economies.

“It’s a very exciting opportunity to be at a campus which is really taking a leadership role on this issue already, because they’re very excited about the legislation but also have some really good wisdom in terms of having some of these programs under their belt,” Baldwin said.

The Grants for Renewable Energy Education for the Nation, or GREEN, Act would allocate competitive grant money for programs that prepare students for jobs or to attend post-secondary schools. Her office said clean-energy jobs pay about 13 percent better than the average job in the U.S., and the field is growing at nearly twice the rate of the national economy.

The grants also would allow technical colleges and high schools to install renewable energy projects for training purposes, Baldwin said.

In addition, the legislation promotes the renewable energy sector in the classroom in an attempt to get students more interested in the industry at an earlier age, Baldwin said. Mid-State’s renewable energy specialist program prepares students to design an integrated portfolio of renewable and traditional energy-producing systems and is the only program of its kind in the Wisconsin Technical College System.

A number of Wisconsin technical college leaders, including MSTC President Sue Budjac and Wisconsin Technical College System President Morna K. Foy, have expressed support for the bill. MSTC already partners with local employers, including those involved in the Workforce Central Peer Council and the Business Education Partnership Committee.

“We knew that we were kind of out ahead of the curve. We knew that the economy was growing around us, and we’ve begun producing technicians in the last few years that are meeting the needs locally and also on a regional and national basis,” said Ron Zillmer, associate dean of the college’s Technical & Industrial Division. “We’re happy about that, but this is the first real significant federal legislation that addresses that green-collar sector.

“I like the approach that Sen. Baldwin has taken with an educational focus,” Zillmer said. “So often, we try to pour support and funding to business and industry, and that’s fine, but in a situation like this where this is an emerging technology, there needs to be a balance.”

A bill similar to Baldwin’s was introduced in the House of Representatives in June and remains in committee, according to govtrack.us, which tracks federal legislation. The bill, by California Democrat Jerry McNerney, also would spend $100 million to develop career and technical education programs and facilities in the renewable energy field.

Baldwin also visited Milwaukee Area Technical College, Lakeshore Technical College in Cleveland and Northeast Wisconsin Technical College in Green Bay on Wednesday.

These are some examples highlighted during a roundtable with U.S. Sen. Tammy Baldwin (D-Wis.) Wednesday morning at MATC’s downtown campus.

Baldwin is visiting technical colleges around the state Wednesday and Thursday to discuss green-collar jobs and a bill that she introduced last week that would expand training for careers in clean-energy and sustainable business fields.

The Grants for Renewable Energy Education for the Nation, or GREEN Act, would create a $100 million competitive grant program through the U.S. Department of Energy to help facilitate training programs, as well as energy-saving or sustainability-focused facility upgrades, at technical colleges around the country.

“This is really going to help build some of the partnerships that have already been started in this case, but create, I hope, a bunch that don’t yet exist,” Baldwin said.

The green collar sector employed more than 3.4 million people nationwide in 2011, according to federal Labor Department statistics released last year.

AT ECAM in Oak Creek, taking courses in the sustainable facilities operations program led Steve Dudek of Brookfield to get hired as a project manager at Telkonet, a developer of energy-saving technologies for hotel and college dorm rooms, even before he completed his associate’s degree, he said.

The program gave him in-the-field training when he got the chance to conduct an energy audit at his children’s school in Brookfield, he said.

Telkonet employees who have gone though the program are already versed in the importance of saving energy in a building and systems that can enable that, and then can “land virtually running,” said Gerrit Reinders, executive vice president of Telkonet, which has 105 employees and is growing.

The training on CNG trucks at MATC in Oak Creek has expanded since it was first launched in 2012.

The program has done five rounds of training, starting with city of Milwaukee employees for the refuse trucks that will run on CNG, said MATC instructor Craig Kuehl.

“It’s been very well received,” he said. Most recently the college conducted training with technical college instructors from around the state, to help broaden the base of people experienced with maintaining CNG vehicles, he said.

Ted Wilinski of MATC said Baldwin’s bill could still be helpful to MATC, even though it has moved more quickly than some other technical schools in training for careers in renewable energy, energy efficiency and alternative fuels.

The college would like to pursue energy-saving changes that would enable the south campus to become certified through the Leadership in Energy and Environmental Design program of the U.S. Green Building Council, and it’s possible this could be a source of funding to assist with that initiative, he said.

NWTC offers programs that prepare students for energy jobs, and is increasing the percentage of its energy supply that comes from green sources.

Scott Liddicott, who teaches energy-management classes at Green Bay Southwest High School, said it’s exciting to hear support for energy education at the federal level.

“It’s so easy to get students and teachers interested in this,” he said. “It’s a compelling and dynamic field. The energy business is really important stuff.”

A hospital in western Wisconsin, she told educators, “completely redid its energy systems” to emphasize green power, and as a result was able to save patients money and avoid staff cuts.

A number of Wisconsin technical college leaders, including NWTC President H. Jeffrey Rafn and Wisconsin Technical College System President Morna K. Foy, have expressed support for the bill. NWTC partners with area school districts, including ones in De Pere and Sturgeon Bay, to deliver energy education, said Amy Kox, the college’s associate dean for energy and sustainability.

A bill similar to Baldwin’s was introduced in the House of Representatives in June and remains in committee, according to govtrack.us, which tracks federal legislation. The bill, by California Democrat Jerry McNerney, also would spend $100 million to develop career and technical education programs, and facilities in the renewable energy field.

Baldwin Wednesday also visited Lakeshore Technical College in Cleveland, and Milwaukee Area Technical College. She is slated to visit Mid-State Technical College in Wisconsin Rapids today.

The governor called for using half of a nearly $1 billion surplus to cut income and property taxes. It was Gov. Walker’s fourth State of the State address.  It was also his most upbeat compared to previous years and lasted about an hour.

The governor says the state’s finances are in great shape and the economy is improving every day. He credited his economic development policies since he took office in 2011.

“A true commitment to real structural reforms for state and local government budgets led to our long term fiscal stability, meaningful tax cuts that keep more money in your pocket rather than requiring you to send it to Madison, changes to laws and regulations that make sense if you’re trying to start a business or find a job, and bipartisan investments and worker training are some of the driving forces behind the strong economic recovery,” Walker says.

Walker then unveiled his plans for spending a $900 million surplus. He called the initiative his “Blueprint for Prosperity,” and promised to reduce income taxes by nearly $100 million.

“Earlier today, I directed Revenue Secretary Rick Chandler to adjust withholding for state income taxes by $322.6 million so you can keep more of your hard earned paychecks. Starting in April, a typical working family of four will see $57.90 more in their paychecks each month,” Walker says.

Walker says he plans to use $400 million to reduce property taxes. He says the typical homeowner would see a $100 reduction on their next bill, nearly four times larger than the property tax relief passed last year.

The governor also wants to earmark $100 million for the state’s rainy day fund. He called for $35 million to be put toward job training, with the focus on several areas.

“First, investment in our technical colleges to eliminate waiting lists in high demand fields like manufacturing, agriculture and information technology. Second, we’ll help high school students get training in high demand jobs through dual enrollment programs between our high schools and technical colleges,” Walker says.

Walker then called the state Legislature into special session beginning Thursday, to immediately get to work on the plan. Senate Minority Leader Chris Larson says he doubts Democrats will support the proposals. He says Democrats would have used the surplus to restore funding to education that Walker cut.

“If Gov. Walker had interest in a healthy, responsible budget he could do the following: return the money stolen from our children’s classrooms to make sure they’ll be ready to enter the 21st century economy, take decisive action to return investments to job training, reinvesting the 30 percent cut that Wisconsin’s technical colleges endured in 2011,” Larson says.

Assembly Minority Leader Peter Barca says he’s concerned the tax cuts would eventually cause another budget shortfall.

“At a time of surplus, that’s a self inflicted wound that we shouldn’t have to absorb. I didn’t think anybody would want to have to return to structural deficits,” Barca says.

Democratic gubernatorial candidate Mary Burke issued a statement following Wednesday night’s speech. She thinks Governor Walker is painting an overly rosy picture of the state’s economy. She says she would use a good chunk of the surplus to pay down the state’s debt.

From whbl.com: “Baldwin visits LTC to promote GREEN Act” — U.S. Senator Tammy Baldwin used Lakeshore Technical College to help promote her alternative energy education bill yesterday.  She spoke at the Cleveland campus about the GREEN Act, which stands for Grants for Renewable Energy Education for the Nation.

The bill would provide funding for postsecondary schools with green energy curriculum to expand into the middle and high school levels.  It also would help technical schools fund projects to make them model training facilities for green energy jobs.

Baldwin said the bill will help the growing ‘green collar’ job sector, which currently has more people in it that the fossil fuel field.

While at LTC, Baldwin took time to tour the current wind turbine education facilities and meet with students in the program.

From startribune.com: “Wisconsin technical college leader backers Walker’s property tax cut plan” — The leader of the Wisconsin Technical College System is coming out in support of Gov. Scott Walker’s proposed property tax cut.

Walker’s proposal would replace $406 million in property taxes raised by technical colleges with state money. He does that by lowering the property tax levy technical colleges can assess homeowners by 89 per $1,000 in value.

Technical college system president Morna Foy said in a statement released Thursday that Walker’s plan brings better balance to the system’s funding structure. She says the technical college system has “long sought greater equity between local and state investments.”

Walker’s property tax cut proposal outlined in his State of the State speech from Wednesday is drawing praise from Republicans and Democrats alike.
